The 18th Amendment, in place from 1920 to 1933, and outlawed the sale or consumption of alcohol. led to widespread lawbreaking, which in turn led to greater efforts to catch those dastardly criminals who were daring to drink. This is of a “booze-sniffing dog” who was trained to detect hidden flasks in men’s pockets.
